I expect that the problem was the workstation having cached knowledge
of what pack was previously attached. If a workstation has no hesiod
info, it will attach that packs it last had. That's intentional so
that workstations continue to work while you're changing their
configuration. So this may have been an operational mistake, but is
not a software bug.
I'm terminating this bug report.
