What were you trying to do?
Change the capslock key to be meta.
What's wrong:
Whenever the capslock key is set to any modifier it is a locking
(i.e. push-on, push off) version of that modifier. The problem isn't
with the hardware, since if you set the key to send a character it
works like a normal key and the little green light does not come on.
What should have happened:
Only when a key is set to the "lock" modifier should it be push-on
push-off.
