Sorry, Jay, that's a feature, or at least it is documented as one.

`kill -CONT %frep' sends a signal to the ``process group'' of the job
``frep'', not to the ``process''. From man 2 killpg:

>     ... .  As a single special case the continue signal
>     SIGCONT may be sent to any process that is a descendant of
>     the current process.
