talk and ftp report false usernames

This has been reproduced, and has happened to other people besides myself.
The problem: occasionally, when using an RS/6000, processes are leftover
from the previous user. These processes somehow interfere with how ftp
and talk determine who is currently using the program.
For example, user "jroth" left an emacs and an olcr zclient running on
air-traffic-controller earlier in the day. I logged in, and tried to talk
to someone nearby; their console reported that "jroth@atc" was trying to
write them. Also, when doing an ftp, it used "jroth" as the default
username, rather than my own. Zephyrs are still reported as being from
me, "whoami" returns the right thing, and my tickets are intact, and only
allow access to what I would normally be able to see.
After killing the leftover proesses and renewing my tickets, the problem
persisted. The previous users' ticket file was never in /tmp at any time.
Any ideas as to how to correct this would be appreciated.

P.S.: sendbug is acting up on here, also; it dies with a "msgsnd:
Permission denied" error, probably something with my emacsclient. But
this is a totally separate issue.
