attach weirdness

I have 2 partitions on a non-Athena decstation which, if I attach them
both, causes the error:
% attach
Badly formatted entry in /usr/tmp/attachtab
Operation aborted
Both items are attached and their data are accessible. Anything can
be detached. Nothing else can be attached until one of the two
partitions is detached, nor can attached items be listed. Order of
attaching does not matter, and either can be attached alone with no
problem.
The partitions are:
astron:/usr
astron:/u1
which are different physical partitions. Oddly enough, the partitions
flolab:/usr
flolab:/u1
work just fine together. Mercury and venus are athena maxines
with mkserv remote and are allowed to attach both astron and flolab.
It works fine on an RS6000. Uranus is an RS6000 you can try it on.
