Can you duplicate this?  I.e., does it happen every time you run the
program on a DECstation?

	   It should have done the purge!  /afs/athena/user/t/timkwan/News  is
	   clearly a valid "directory":

	   athena% ls -d ~/News
	   /afs/athena/user/t/timkwan/News

This does not show anything "clearly."  Please do this and send what
you get:

	ls -ldg ~/News
	cd ~/News; pwd

	   Actually /afs/athena/user/t/timkwan is a symlink to
	   /afs/athena/user/t/i/timkwan.  So I guess purge doesn't recognize
	   symlinks!

Yes, it does.

I'm going to need more details if I'm going to be able to track down
the problem.
