Not in my experience. I have several times experienced the following
situation: (which I believe either eliis or reidmp once reported, in
connection with me):
o user foo logs into and out of the RS/6000 quux
o user foo logs into a non-RS/6000 (it may not be important,
but it is true.)
o user bar logs into the RS/6000 quux.
o user bar recieves the motd, via get_message -z
o user _foo_ recieves the same message, and only that message.
