Owl when .anyone unreadable

Owl 2.1.8 misbehaves when the .anyone file is unreadable. It behaves as
if the file were empty; it should behave as if the file were unchanged.
When my Kerberos tickets expire, Owl stops being able to refresh the
~/.anyone file. I get a pile of pseudo logouts. When I renew my
tickets, I pseudo logins from the same people. This happens because
when Owl cannot re-read the .anyone file, it clears its remembered
contents. Instead it should just keep re-using the last contents it was
able to read.
