bell/personalbell broken?

before rollout of the latest release, my settings specified:
bell: off
personalbell: on
after the new beta went out, i noticed that somehow all messages
were ringing the bell. attempting to return to the configuration
specified above doesn't work. the only possible behaviors now
correspond to bell being on or off - all messages ring or none.
i have tested this on a sun running 9.1, gnome-terminal with TERM
set to dtterm.
