I deployed owl in /usr/local on andrew machines. In order to provide a
default configuration I believe to be similar to the ttymode zwgc desc we
provide, I arranged to be able to read a common file for any user who
doesn't provide their own. Basically, it's for sites whose custom is to
provide some "useful" default. I'm not overly wed to it, and I'm not
averse to patching it in myself, but I'm curious what adverse effects you
think it might have?
