K4-bones is export-ready, so they could use K4 with no such
difficulties.

K5 has a standard api.  Someone overseas could code a version to meet
it.

SunOS and Solaris both ship with a homegrown authentication system,
"secure rpc".  That didn't stop them from developing the product or
exporting the rest of the system.
