I suspect that the APAR is actually IY31641 (for AIX 4.3). The AIX 5 APAR
is IY31940. I believe the APAR description is "M/C HANGS IF IT IS FLOODED
WITH PACKETS WHOSE TH_FLAGS IS NULL."
