Note that though it certainly sounds as if one should have the choice of
whether dragging a window should raise it, the behavior in Windows is to
raise a window on dragging. So if it's not currently possible to cause a
drag not to raise a window with sawfish, an enhancement request to add that
option seems like a good idea, but possibly it shouldn't be the Athena
default.

(I think double-click may also imply single-click in Windows, but I'm not
sure of this).
