Reorganize panel menus

The panel submenu is rather gratuitously deep.  I think most users
would be best served by the following rearrangement:

 - Put everything in Properties/Type in the Properties/All
   Properties dialog, thus making all of the menus under "Properties"
   redundant.
 - Delete redundant menus.
 - Move "All Properties" up to the first level under Panel, and rename
   it "This Panel Properties" or somesuch to distinguish it from
   "Global Properties"
