There wasn't sufficient negative response, so I went ahead and put
timestamps.pl in the Athena repository. /mit/source/doc/procedures
has been updated to tell people to use it.
aui maintainers should strongly consider importing and using
timestamps, since using it will give a better indication of what local
hacks will and won't be needed when things are imported into the
Athena repository.
