For a good standard palatte of 16, you could use the Netscape-16, which
was built into Netscape 2, and blessed by the w3c as they tend to do.

This was probably in reference to the Perfect Theme that I want to
write.  The lisp hasn't been written, so it's kind of silly to do the
graphics.  We are not holding our breath for Sawfish 1.0.
