Two votes in the Zone for "just when it's changed."
Actually applying mental effort, I think that maybe it's better if
people don't learn to ignore the MOTD as the same-old same-old.
Also, a clarification:
The "Don't display this dialog again" button on the MOTD popup window
will go away, but people should (according to the prevailing winds in
E40 this evening) still be able to turn off the MOTD in the "Startup
Hint" capplet.
