Having seen no evidence to the contrary, this still seems a race condition
between bind9 and resolvconf, similar to the one described in LP:471975
and #648. I'm vaguely interested in whether or not this is still present
with resolvconf 1.63
I think dnsmasq makes this irrelevant.
