AFAICT, I can eliminate the problem by commenting out the only line in
/etc/apt/apt.conf.d/70debconf, which wants to run dpkg-preconfigure. Is
it reasonable to do that during an auto-update? Certainly it's less
klunky than our timeout(1) solution.
