Disable "Switch User" logout option

We need to disable the "Switch User" logout option in the GNOME panel
for cluster machines. I also think we should discourage it (via
documentation) for pseudo-public debathena-workstation machines, such
as departmental clusters, assuming it's easily disabled via a config
file.
Ideally, it would also be nice if we could get a "Logout" button in
the panel, instead of the "Quit" button. I could see users shutting
down workstations upon logout, whether accidentally or via a misguided
attempt to save energy.
