r25525 adds this feature, for use by kiosk (see #830). We should re-visit
this issue. I assert that using a quickstation for an elapsed time of >=
20 minutes is Wrong(tm). If you need to tool, go to a cluster. If you're
debugging something, you can edit the workstation in question to not pass
`--fatal` to bugme.
