Anders notes: "quota builds on precise without any LIBS setting; I only
had to add CPPFLAGS=-D_LINUX_QUOTA_VERSION=1 to fix “error: ‘struct dqblk’
has no member named ‘dqb_curblocks’"."
However, it may be moot as we will hopefully have replaced quota as part
of the liblocker rewrite.
