 Discussion on zephyr suggested there should be a better way to do this.
 However, quotawarn can be skipped via a variable in ~/.environment, and we
 can't honor that this early in the session.  Now, we can decide that:
 * you shouldn't be able to skip a quota warning (I'm fine with that), and
 merely do all quota warnings at this point.
 * we should pick a number at which to warn (within 1MB?  2MB?) and hope
 that GNOME doesn't want to spew that much to your homedir in the future
 * set a variable indicating we've warned once here and don't warn in
 quotawarn
 * we don't care.
