Right, so, uh, we don't want acpi=off, because then the machine can't
power itself down. I have iterated through all the values documented in
reboot.c for `reboot=`:
* bios (x86_32 only)
* smp (x86_32 only)
* kbd (fails)
* acpi (fails)
* force (fails)
* efi (fails)
* pci (works!) (WTF?)
So, short of [http://mjg59.livejournal.com/137313.html waiting for 3.0],
we should replace acpi=off with reboot=pci
