 It came up in the context of someone considering running auto-update on a
 dialup; the maintainer would want to know that a package had requested a
 reboot but would not be logged in at a graphical head to get a popup
 notification.  Such a maintainer might not want to allow for automatic
 reboots for any number of reasons, I suppose.
 Anyway, the answer may well be "don't do that", but I wanted to see what
 other people think.
