Let's bring skip_foo and WINDOW_MANAGER to closure.

I'd like to re-confirm the plan for skip_foo and $WINDOW_MANAGER in
Athena 10:

1. Documented in the old Athena Dotfiles but needing to be flagged as
no longer supported are:

	skip_xss
	skip_initial_xterm
	skip_nautilus
	skip_xlogout
	skip_dash
	skip_panel
	skip_capplets

2. twm and mwm are now in debathena-software-extras

3. Currently implemented in Athena 10:

	skip_x_startup
	skip_quotawarn
	skip_authwatch
	skip_lert
	WINDOW_MANAGER

QUESTION: Are we de-supporting any of the above?

We *DO* need to either warn people that WINDOW_MANAGER is dangerous
if you're using the default xsession with a window manger like
ratpoison that assumes GNOME is not present or document that you need
to create your own .xsession if you plan to use your own window manger.

What exactly do we need to do/say?
