I think I was the one who requested this feature. Quota is also large
enough such that 10% left is a lot of quota remaining, and there's no real
reason to alert on it. It might make sense if the percentage were
smaller. But at the time this was implemented, I had a few hundred MB
free, which was enough free space that there wasn't any real reason to be
warned.

I use this because I use xterm instead of gnome-terminal. But if we don't
spawn a terminal window on startup (as is standard on Ubuntu), then it's
irrelevant.
