I think his point is that the infoagents locker's lynx hasn't been updated
since May 2004, which is substantially older than even the last Ubuntu LTS
release before Hardy (June 2006). I think the situation is similar for a
lot of software currently in lockers that would be easy to add to the
release (there's also a lot of locker software that could not be easily
added to the release).
