We already have
  debathena-afs-config Depends: debathena-kerberos-config
  debathena-kerberos-config Depends: ntp | ntp-server | time-daemon
which suffices for most machines because the distro’s default NTP
configuration points to pool.ntp.org or ntp.ubuntu.com by default, and
can be reconfigured with GUI tools.  I don’t have a strong opinion on
whether debathena-login machines should be forced to use time.mit.edu,
though debathena-standard machines obviously shouldn’t.
