cluster-login-config and different inits

One of the jobs of debathena-cluster-login-config is to disable the
tty getty processes. It currently does so by removing
/etc/event.d/tty* (using config-package-dev diversions) and adding its
own /etc/event.d/ttymsg.
This works on hardy, gutsy, and feisty, which use upstart. It does
not work on dapper, lenny, or etch, which use sysvinit.
I have created a nobuild file in the build area for
cluster-login-config listing the platforms it does not build on. This
means debathena-cluster won't be installable on those platforms. I
doubt anyone will have a reason to fix this, since IS&T only cares
about hardy and SIPB doesn't care about cluster machines.
On the systems which use sysvinit, /etc/inittab does not appear to
belong to any package, which means it would have to be changed by some
other mechanism besides config-package-dev.
