I meant cluster.  debathena-build-depends contains some Debathena
packages, and does not fit within the definition of cluster-software.

I'm not too worried about this.  Workstations and dialups generally have
a maintainer who can easily install debathena-build-depends if they want
to give the machine that capability.

Removing apt-file would dilute the meaning of debathena-build-depends,
since we rely on apt-file to build debathena-athena-libraries.
