Given that it's currently possible to reboot with Ctrl-Alt-F1
Ctrl-Alt-Del I'm not sure how much value there is in removing halt and
reboot.  Yeah, they're more user accessible if they're in menus on the
login screen, but is that a problem?  a feature?
