Athena 10 branding and gdm-config

Right now gdm-config sets up gdm to say "Welcome to Debathena".

Athena 10 machines should probably say "Welcome to Athena 10" instead.
But people using debathena-workstation from the SIPB Debathena apt
repository should probably still see "Welcome to Debathena".

Cluster machines may also want different gdm.conf configuration from
normal workstations.  Although it's not critical, disabling the reboot
and halt commands is probably desirable.  Disabling user switching is
probably also wise, though I'm not sure that's done through gdm.

So, I was thinking of creating a debathena-gdm-config-athena10 package
now, and down the road a debathena-gdm-config-cluster package.  All
three packages would provide some common name which would be required
by debathena-workstation.  The installers would force specific gdm
config packages as appropriate, perhaps using other metapackages as
intermediaries if necessary.

I don't particularly like this design.  I just can't think of a better
one.  So I'm soliciting comments (again) before forging on.

(This is the very last technical feature slated for the fall preview
release, incidentally.)
