Right now if you check out the Athena 10 trunk you get, as Anders put
it, the Library of Congress.  Which is to say you get all of what's in
9.4 and a bit more, most of which we don't plan to be building for
Athena 10.

I plan to move all of those unwanted source packages to a new
top-level directory (alongside trunk, branches, and tags) called
"attic".  Normally you don't have an "attic" in a version control
repository because that's what the VCS tool is for, but in this case
it will be very helpful to be able to do things like "svn log
$athena10/attic/third/emacs" to see what changes we made to emacs.

A tag doesn't seem appropriate since we might move additional stuff
into there later, and it's not really a branch either.

Path movement in svn isn't quite as non-disruptive as one would hope,
so I'm floating this idea before I run off and implement it.  It will
take a bit to figure out the fastest way of doing it anyway.
