This was already fixed in r23734; I'm creating the ticket so I can keep
track of the fact that the fix is in -proposed.
I'll plan to move that fix to -production in max(2 days, testing)
Testing procedures:
* Create a file called ~/.config
* Login
* See if you get a zenity popup about running `athrun consult fix-
tracker`
