You might be interested in our gencellservdb script, which merges
information from multiple sources in priority order, emits a well-formed
CellServDB, and has an option to apply the changes to the running cache
manager. We use this to maintain the CellServDB fileson our machines based
on the GCO Public CellServDB, a small set of local changes, and optionally
a set of overrides provided by the workstation owner.
