To be clear, they can run these commands right now and they will work, but 
the behaviour won't change until the end of April?

I recommend CCing sipb-office on your email to debathena-announce.

I would change the subject to something like "Changes to 
debathena-workstation", since I think that is more likely to attract the 
attention of people who use it than "Metapackage renaming".
