The point of config-package-dev is to allow for others who are *not* in the
main debian repositories to be able to build debian packages to configure
their systems. As a result, the code search results you included are not
necessarily relevant. We need to continue to support users which may have
CDBS-based packages. Until the point that cdbs support is announced to be
removed in Debian, I believe it is correct for these references to stay.
