[xvm-announce] VM booting restored

We're now at the halfway point of this procedure. I think many of you
will be glad to hear that based on what we've learned in the first
half, we are enabling again the booting up of VMs.
Creating new VMs remains disabled -- that's what the whole exercise
aims to fix -- and renaming, resizing, and deleting VMs also remain
disabled.
We'll send another announcement when all services are restored.
