Enabling a /tmp cleaner on Linerva

In response to recent issues with disk usage on /tmp, we are enabling
an automatic cleaner for the /tmp and /var/tmp temporary directories
on Linerva (linux.mit.edu).
The tmp cleaner will automatically remove files older than 3 days in
/tmp, and older than 7 days in /var/tmp. Any files belonging to a user
with a running process on Linerva during the cleaning process will be
automatically spared.
We reserve the right to alter this policy in the future if necessary.
