The panel configuration is stored in gconf. Once you have a panel
configuration, the system does not tamper with it as far as I know--so
adding an icon for existing users would require some kind of clever
gconftool-2 hackery in the dotfiles or something, and could frustrate
people who don't want it added if we're not careful.
For new users, the panel configuration is copied from the gconf subtree
/apps/panel/default_setup, which exists by virtue of a schema defined by
the file /etc/gconf/schemas/panel-default-setup.entries, which is provided
by the gnome-panel-data package. It would not be especially difficult to
divert this file and edit it to include a terminal launcher.
It's worth considering whether adding the nautilus-open-terminal package
reduces this to a question of user habit. Right-clicking and picking a
menu option for terminal is about as convenient as clicking a launcher,
although it's not as discoverable.
