Wow - those bugs are pretty harsh...
It seems to me that we'd have a hard time making a
debathena-{paper,locale}-config package that would cleanly uninstall
itself and restore the system to its previous state.
That being said, I think fixing this issue might be more important than
caring about that. texconfig does a lot that I'm not sure we want to try
and replicate with config-package-dev.
