-cluster-login-config and -reactivate from -proposed?

I'll ask this over e-mail so that people don't miss it when they're
scrolling through zephyrs, I guess.

Both debathena-cluster-login-config (configures f-u-s-a) and
debathena-reactivate (restarts cupsd inside the chroot) have been
staging in -proposed for a few days now. I've tested both of them, and I
think they're solid. I'd like to move them into production later today -
probably some time after the end of the business day - if nobody objects.

Incidentally, it seems that one of the things we should start doing with
-proposed is establish how long we're going to let a package sit there
assuming the world doesn't blow up.
