Today at the Debathena hackathon, we went through all the Debathena config
packages and changed them to use the config-package-dev interface rather
than the debathena-config-build-common interface.
We tested that the binary packages were the same (modulo bugfixes) as the
ones before the transition, so hopefully there will be no problems
resulting from this refactoring (aside from some known issues in the
debathena-linerva class of packages which nobody is using).
