With bash-completion 2, /etc/bash_completion.d/discuss-ng moved to
/usr/share/bash-completion/completions/discuss-ng, and is now only loaded
dynamically when tab-completing the nonexistent `discuss-ng` command. We
need to split it into two completion files named `meeting` and `ndsc`.
