`debathena-zephyr-config` is missing `/etc/network/if-up.d/debathena-
zephyr-config`. Therefore, `zhm` is never successfully started on
machines whose network comes up after boot.
The changelog for [https://github.com/mit-athena/zephyr-
config/commit/47ea227ac757bc66e993ea61a71c94ccb05c213e debathena-zephyr-
config 1.12] suggests that the intention was to remove the obsolete
alternative to the `dh_installifupdown` call. However, it actually
removed the `dh_installifupdown` call too.
