This is a really good way to say what the package does!
One thing jumps out at me:
Didn't we recently agree that #5 could go away, even from cluster
configurations?
I KNOW we agreed that at least halt and reboot should come back in
gdm. I've been hoping that change would be made soon so I don't have
to keep logging in to reboot a system.
