Is that actually appropriate? For -dev packages, it merely indicates
that the API hasn't changed incompatibly, but for runtime packages it
would mean that the library's name and ABI also haven't changed, which
seems unlikely -- the rename presumably happened for a good reason.
(Also, provides don't help for versioned dependencies, which are
common on runtime libraries.)

I should hope so; if not, that *is* a bug in the libtool packaging.
