I've never heard of this particular problem, but I'll mention that zwgc in 
Debian has in the past had the property that it always gained focus and 
went to the top in certain window managers.  But that problem was fixed a 
long time ago in Athena, and was fixed in Debian when the 2007-07-19 
zephyr release went into Debian.
