Actually, for incrementals we need two dates, the date 
the actual dump occurred and the "dump all files changed since time t"
date.  The ABS does support incemental dumps, so you will need
both dates to provide enough information for someone to perform
a restore in crippled mode.

Also, Crippled mode requirements should specify whether we support only
full dumps or both full and incremental dumps.
